Final release of legacy download files for STE on-premise clients

The current 2023-R4 release of the Symmetry Tax Engine (STE) is the final release that includes legacy download files for On-Premise SDK users of the STE. All future releases of the STE On-Premise SDK will only be available in the new download files.
